         Pursuant to a grant of permission to meet while the house was in  
         session and an announcement from the house floor on May 24,  
         2003, the House Committee on Urban Affairs met in a formal  
         meeting and was called to order by the chair, Representative  
         Talton, at 6:12 p.m. 
          
         The roll was answered as follows:

                   Wong (5). 
          
         Absent:   Representatives Bailey; Edwards (2). 
          
         A quorum was present.

         The chair laid out SB562. 
          
         Representative Talton offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Talton moved that SB562, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Talton; Van Arsdale;  
                             Menendez; Hunter (4).  
           
         Nays:               Representative Wong (1).

         The chair laid out SB 1943. 
          
         Representative Talton offered a complete committee substitute.

         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion failed by the following

         reported from committee. The motion to reconsider prevailed  
         without objection.

         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
