         Pursuant to a notice posted on May 14, 2003, the House Committee  
         on Urban Affairs met in a formal meeting and was called to order  
         by the chair, Representative Talton, at 9:03 a.m. 
          
         The roll was answered as follows:

                   Wong (5). 
          
         Absent:   Representatives Menendez; Bailey (2). 
          
         A quorum was present.

         The chair laid out SB 264 as pending business.  
          
         Representative Talton offered a complete committee substitute.  
          
         Representative Talton offered an amendment to the committee  
         substitute.  
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendments into  
         a committee substitute. 
          
         Representative Van Arsdale moved that SB 264, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                             Edwards; Hunter; Wong (5).  
           
         Nays:               None (0).
