         Pursuant to an announcement from the house floor on May 10,  
         2003, the House Committee on Urban Affairs met in a formal  
         meeting and was called to order by the chair, Representative  
         Talton, at 10:46 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Talton; Van Arsdale; Menendez;  
                   Edwards; Wong (7). 
          
         Absent:   Representatives Bailey; Hunter (2). 
          
         A quorum was present. 
          
         HB 1632 
          
         The chair laid out HB 1632 as pending business.  
          
         Representative Talton offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Wong moved that HB 1632, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Talton; Van Arsdale;  
                             Menendez; Edwards; Wong (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     Representatives Bailey; Hunter (2).  
           
         Absent:        None  (0).  
           
         At 10:49 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
