         Pursuant to a notice posted on March 27, 2003, the House  
         Committee on Urban Affairs met in a formal meeting and was  
         called to order by the chair, Representative Talton, at 5:17  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Talton; Van Arsdale; Hunter; Wong (4). 
          
         Absent:   Representatives Bailey; Edwards; Menendez (3). 
          
         A quorum was present. 
          
         The chair moved to reconsider the vote by which the Committee  
         Substitute for H.B. 1204 was adopted and reported.  The motion  
         to reconsider prevailed without objection.         
          
         HB 1204 
          
         The chair laid out HB 1204 as pending business.  
          
         Representative Van Arsdale offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Van Arsdale moved that HB 1204, as substituted,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Talton; Van Arsdale; Hunter;  
                             Wong (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Bailey; Edwards; Menendez  (3).  
           
         HJR 61 
          
         The chair laid out HJR 61 as pending business.  
          
         Representative Hunter moved that HJR 61, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Talton; Van Arsdale; Hunter;  
                             Wong (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Bailey; Edwards; Menendez  (3).  
           
         At 5:21 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
