         Pursuant to a notice posted on March 12, 2003, the House  
         Committee on Urban Affairs met in a formal meeting and was  
         called to order by the acting chair, Representative Van Arsdale  
         at 11:33 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Van Arsdale; Bailey; Edwards; Hunter;  
                   Wong (5). 
          
         Absent:   Representatives Talton; Menendez (2). 
          
         A quorum was present. 
          
         The chair moved to reconsider the vote by which the Committee  
         Substitute for H.B. 1066 was adopted and reported.  The motion  
         to reconsider prevailed without objection. 
          
         HB 1066 
          
         The chair laid out HB 1066 as pending business.  
          
         Representative Hunter offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Hunter moved that HB 1066, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
