         Pursuant to a notice posted on May 14, 2003, and to a motion  
         made on the House Floor on May 19, 2003 to suspend the five day  
         posting rule, the House Committee on State Affairs met in a  
         public hearing and was called to order by the chair,  
         Representative Marchant, at 5:31 p.m. 
          
         The roll was answered as follows:

         measure.

         be reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the
