         Pursuant to an announcement from the house floor on April 23,  
         2003, the House Committee on State Cultural and Recreational  
         Resources met in a formal meeting and was called to order by the  
         chair, Representative Hilderbran, at 4:57 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hilderbran; Geren; Dukes; Cook, Byron;  
                   Kuempel; Phillips (6). 
          
         Absent:   Representative Bailey (1). 
          
         A quorum was present. 
          
         The chair directed that the April 9, 2003, minutes for the House  
         Committee on State Cultural and Recreational Resources be  
         corrected. The corrected minutes were authorized without  
         objection. 
          
         HB 305 
          
         The chair laid out HB 305 as pending business.  
          
         Representative Hilderbran offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Cook, Byron moved that HB 305, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
