         called to order by the chair, Representative Capelo, at 10:47  
         a.m.

                   Zedler (5). 
          
         Absent:   Representatives Laubenberg; Dawson; McReynolds; Taylor  
                   (4). 
          
         A quorum was present.

         The chair laid out HB 107. 
          
         The chair recognized Representative Naishtat to explain the  
         measure.  
          
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative Naishtat to close on the  
         measure.  
          
         The bill was left pending without objection.  
          
         At 11:56 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until final adjournment/recess of the  
         full session of the House, July 18, 2003. 
          
         The committee reconvened at 2:20 p.m. and was called to order by  
         the chair, Representative Capelo. The roll was answered as  
         follows:
