         Pursuant to a notice posted on January 30, 2003, and an  
         announcement on the House floor, the House Committee on Public  
         Education met in a public hearing and was called to order by the  
         chair, Representative Grusendorf, at 4:07 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Grusendorf; Branch; Dawson; Eissler;  
                   Griggs; Hochberg; Madden (7). 
          
         Absent:   Representatives Oliveira; Dutton (2). 
          
         A quorum was present.

         The chair laid out HB 604. 
          
         The chair recognized Representative Grusendorf to explain the  
         measure.

         Representative Madden offered a complete committee substitute.  
          
         The committee substitute was adopted without objection.

         Representative Madden moved that HB 604, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                             Eissler; Griggs; Madden (6).  
           
         Nays:               Representatives Oliveira; Hochberg (2).  
           
         Present, Not Voting:     None  (0).

         At 7:34 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
