         Pursuant to a notice posted on April 22, 2003, the House  
         Committee on Pensions & Investments met in a formal meeting and  
         was called to order by the chair, Representative Ritter, at 9:31  
         a.m. 
          
         The roll was answered as follows:

         Absent:   Representatives McClendon; Martinez Fischer; Pena (3). 
          
         A quorum was present. 
          
         HB 820 
          
         The chair laid out HB 820 as pending business. 
          
         Representative Grusendorf offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Rose moved that HB 820, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Ritter; Telford; Grusendorf;  
                             Rose (4).  
           
         Nays:               None (0).
