         Pursuant to an announcement from the house floor on April 1,  
         2003, the House Committee on Pensions & Investments met in a  
         formal meeting and was called to order by the chair,  
         Representative Ritter, at 12:31 p.m. 
          
         The roll was answered as follows:

                   Pena; Rose (5). 
          
         Absent:   Representatives Telford; McClendon (2).

         HB2561 
          
         The chair laid out HB2561 as pending business      
          
         Representative Pena offered a complete committee substitute.  
          
         Rep. Pena moved to adopt the committee substitute to HB 2561.   
         The committee substitute was adopted without objection. 
          
         Representative Martinez Fischer moved that HB2561, as  
         substituted, be reported favorably to the full house with the  
         recommendation that it do pass and be printed and be sent to the  
         Committee on Local and Consent Calendars. The motion prevailed  
         by the following record vote:
