         Pursuant to a notice posted on March 4, 2003, the House  
         Committee on Pensions & Investments met in a public hearing and  
         was called to order by the chair, Representative Ritter, at 8:05  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Ritter; Telford; Pena; Rose (4). 
          
         Absent:   Representatives McClendon; Grusendorf; Martinez  
                   Fischer (3). 
          
         A quorum was present. 
          
         HB 1153 
          
         The chair laid out HB 1153. 
          
         The chair recognized Representative Puente to explain the  
         measure.  
          
         (Representative Grusendorf now present.) 
          
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative Puente to close on the  
         measure.  
          
         Representative Telford moved that HB 1153, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:

         The chair moved that the committee stand at ease for 10 minutes.   
         The motion prevailed without objection. 
          
         The chair resumed the meeting at  8:38 a.m. 
          
         HB 258 
          
         The chair laid out HB 258 as pending business.  
          
         Representative Rose offered a complete committee substitute.  
          
         Representative Rose offered an amendment to the committee  
         substitute.  
          
         Representative Telford moved to adopt committee amendment no. 1  
         to the committee substitute.  The amendment was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendment  into  
         a committee substitute. 
          
         Rep. Telford moved to adopt the committee substitute, as  
         amended.  The committee substitute, as amended, was adopted  
         without objection. 
          
         Representative Telford moved that HB 258, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
