         Pursuant to a notice posted on February 14, 2003, the House  
         Committee on Local Government Ways and Means met in a public  
         hearing and was called to order by the chair, Representative  
         Hill, at 8:00 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hill; Hegar; Laubenberg; Mowery;  
                   Puente; Quintanilla (6). 
          
         Absent:   Representative McReynolds (1). 
          
         A quorum was present. 
          
         HB161, HJR19, HB40, HJR12 
          
         The chair laid out HB161, HJR19, HB40, HJR12 
          
         Representative Hegar offered complete committee substitutes for  
         HB40 and HJR12.  
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative McReynolds now present.) 
          
         At 9:50 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 11:45 a.m., February 20, 2003.                         
          
         The committee reconvened at 11:55 a.m. and was called to order  
         by the chair, Representative Hill. The roll was answered as  
         follows: 
          
         Present:  Representatives Hill; Hegar; Laubenberg; McReynolds;  
                   Mowery (5). 
          
         Absent:   Representatives Puente; Quintanilla (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Quintanilla now present.) 
          
         The committee substitutes for HB40 and HJR12 were adopted  
         without objection. 
          
         The chair recognized Representative Chisum to close on the  
         measure.  
          
         HB161, HJR19, CSHB 40, and CSHJR12 were left pending without  
         objection.  
          
         Mr. Hegar made a motion to adopt committee rule #1. 
          
         The motion was adopted without objection. 
          
         At 12:34 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
