Pursuant to a notice posted on December 12, 2003, the House
Committee on Licensing & Administrative Procedures met in a
public hearing and was called to order by the chair,
Representative Flores, at 2:20 p.m.
The roll was answered as follows:
Present: Representatives Flores; Hamilton; Eissler; Goolsby;
Jones, Delwin (5).
Absent: Representatives Raymond; Driver; Homer; Wise (4).
A quorum was present.
Organizational Meeting
Rep. Flores, Chair, went over the committee's interim charges
and talked about the next meeting in March in the Valley to
address interim charge #6, study ways to reduce the incidence of
underage drinking in Texas.
Oversight: Texas Lottery Commission (VLTs and keno)
Rep. Flores, Chair, opened up testimony to discuss authorizing
the Texas Lottery Commission to administer video lottery
terminals (VLTs) and keno as another possible source to fund our
public school finance system and state budget and discussed
working with all three tribal groups on their role and
participation in implementing VLTs on their reservations and how
it can benefit the State of Texas.

At 4:15 p.m., on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
