         Pursuant to an announcement from the house floor on May 19,  
         2003, the House Committee on Licensing & Administrative  
         Procedures met in a formal meeting and was called to order by  
         the chair, Representative Flores, at 5:20 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Flores; Hamilton; Driver; Eissler;  
                   Goolsby; Homer; Jones, Delwin (7). 
          
         Absent:   Representatives Raymond; Wise (2). 
          
         A quorum was present. 
          
         SB 1273 
          
         The chair laid out SB 1273 and explained. 
          
         Representative Driver offered a complete committee substitute.  
          
         Representative Flores, chair, explained the substitute. 
          
         The committee substitute was adopted without objection. 
          
         Representative Jones, Delwin moved that SB 1273, as substituted,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Flores; Hamilton; Driver;  
                             Eissler; Goolsby; Homer; Jones, Delwin (7).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Raymond; Wise  (2).  
           
         SB 6 
          
         The chair laid out SB 6 and explained. 
         Representative Jones, Delwin moved that SB 6, without  
         amendments, be reported favorably to the full house with the  
         recommendation that it do pass and be printed and be sent to the  
         Committee on Local and Consent Calendars. The motion prevailed  
         by the following record vote:  
  
         Ayes:               Representatives Flores; Hamilton; Driver;  
                             Eissler; Goolsby; Homer; Jones, Delwin (7).  
           
         Nays:               None (0).  
                                        
         Present, Not Voting:     None  (0).

         At 5:23 p.m., on the motion of Representative Homer and without  
         objection, the meeting was adjourned subject to the call of the
