         Pursuant to a notice posted on May 1, 2003, the House Committee  
         on Licensing & Administrative Procedures met in a public hearing  
         and was called to order by the chair, Representative Flores, at  
         8:12 a.m.

         The chair recognized Representative Wise to explain the measure.  
          
         Representative Wise deferred to Representative Dunnam to explain  
         the measure.
