         Pursuant to a suspension of the 5-day posting rule on April 23,  
         2003, a notice posted on April 23, 2003 and an announcement made  
         from the house floor on April 23, 2003, the House Committee on  
         Licensing & Administrative Procedures met in a public hearing  
         and was called to order by the chair, Representative Flores, at  
         8:08 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Flores; Hamilton; Raymond; Driver;  
                   Eissler; Goolsby (6). 
          
         Absent:   Representatives Homer; Jones, Delwin; Wise (3). 
          
         A quorum was present. 
          
         HB 1407 
          
         The chair moved to reconsider the vote by which HB 1407, as  
         substituted, was reported from committee on April 23, 2003. The  
         motion to reconsider prevailed without objection.  
          
         The chair moved to reconsider the vote by which the substitute  
         by Rep. Flores to HB 1407 was adopted. The motion to reconsider  
         prevailed without objection.  
          
          CSHB 1407 by Rep. Flores was before the committee.  
          
         The committee substitute was adopted without objection. 
          
         Representative Goolsby moved that HB 1407, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                             Driver; Eissler; Goolsby (6).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         The chair laid out HB 2880. 
          
         Representative Raymond offered a complete committee substitute.  
          
         The chair recognized Representative Driver to explain the  
         measures. 
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.  
          
         At 8:15 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
