         Upon final adjourn./recess 
         House Chamber, Desk #99 
          
         Pursuant to an announcement from the house floor on April 23,  
         2003 and permission granted to meet while the House was still in  
         session, the House Committee on Licensing & Administrative  
         Procedures met in a formal meeting and was called to order by  
         the chair, Representative Flores, at 4:56 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Flores; Hamilton; Raymond; Driver;  
                   Eissler; Goolsby; Homer (7). 
          
         Absent:   Representatives Jones, Delwin; Wise (2). 
          
         A quorum was present. 
          
         HB 1407 
          
         The chair laid out HB 1407 as pending business and explained. 
          
         Representative Flores, chair, offered a complete committee  
         substitute and explained. 
          
         The committee substitute was adopted without objection. 
          
         Representative Goolsby moved that HB 1407, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Flores; Hamilton; Raymond;  
                             Driver; Eissler; Goolsby; Homer (7).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Jones, Delwin; Wise  (2).  
           
         At 4:57 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
