         Pursuant to an announcement from the house floor on April 22,  
         2003, the House Committee on Licensing & Administrative  
         Procedures met in a formal meeting and was called to order by  
         the chair, Representative Flores, at 11:31 a.m.

         The chair laid out SB 260, which is the companion document to HB  
         706 and explained. 
          
         Representative Eissler moved that SB 260, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                             Driver; Eissler; Homer; Jones, Delwin (7).  
           
         Nays:               None (0).

         The chair moved to reconsider the vote by which the HB 922, as  
         amended was reported from committee. The motion to reconsider  
         prevailed without objection.  
          
         The chair moved to reconsider the vote by which the committee  
         amendment was adopted.  The motion prevailed without objection. 
         The chair moved to withdraw the committee amendment.  The motion  
         prevailed without objection. 
          
         The chair laid out  HB 922 and explained. 
          
         Representative Homer offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Homer moved that HB 922, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the
