         Pursuant to a notice posted on March 26, 2003, the House  
         Committee on Licensing & Administrative Procedures, Subcommittee  
         on Occupational & Professional Licensing, met in a public  
         hearing and was called to order by the acting chair,  
         Representative Eissler, at 3:05 p.m. 
          
         Present:  Representatives Eissler; Hamilton (2). 
          
         Absent:   Representative Wise (1). 
          
         A quorum was present. 
          
         HB 238 
          
         The chair laid out HB 238. 
          
         The chair recognized Representative Miller to explain the  
         measure.  
          
         Representative Eissler offered a complete committee substitute.   
         The chair recognized Representative Miller to explain the  
         substitute.   
          
         Testimony was taken on HB 238 and CSHB 238.  (See attached  
         witness list.) 
          
         (Representative Wise now present.) 
          
         The chair recognized Representative Miller to close on the  
         measure.  
          
         The committee substitute was adopted without objection. 
          
         Representative Eissler moved that HB 238, as substituted, be  
         reported favorably back to the full committee with the  
         recommendation that it do pass. The motion failed by the  
         following record vote:  
          
         Ayes:               Representative Eissler (1).  
           
         Nays:               Representatives Wise; Hamilton (2).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        None  (0).  
           
         At 3:44 p.m., on the motion of the chair and without objection,  
  
         the meeting was adjourned subject to the call of the chair.
