         Pursuant to an announcement from the house floor on March 28,  
         2003, the House Committee on Licensing & Administrative  
         Procedures met in a formal meeting and was called to order by  
         the chair, Representative Flores, at 5:15 p.m.

         The chair recognized Representative Hamilton to explain the  
         measure.  
          
         Representative Goolsby moved that HB 1056, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
