         Pursuant to a notice posted on March 7, 2003, the House  
         Committee on Licensing & Administrative Procedures met in a  
         public hearing and was called to order by the acting chair,  
         Representative Hamilton at 8:15 a.m. 
          
         Following the adjournment of a previous committee meeting, the  
         roll was answered as follows: 
          
         Present:  Representatives Hamilton; Driver; Goolsby; Homer; Wise  
                   (5). 
          
         Absent:   Representatives Flores; Raymond; Eissler; Jones,  
                   Delwin (4). 
          
         A quorum was present. 
          
         The chair swore in all witnesses. 
          
         HB 671 by Rep. Glenn Lewis   
          
         The chair recalled HB 671  from subcommittee.  
          
         The chair laid out HB 671 and recognized the author, Rep. Lewis,  
         to explain the bill. 
          
         There being no witnesses, the chair recognized Rep. Lewis to  
         close.

         Representative Driver moved that HB 671, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the

         Rep. Wise offered a complete committee substitute.  There being  
         no objection, the chair laid out CSHB 660 and recognized Rep.  
         Allen to explain the substitute. 
          
         Rep. Wise moved adoption of CSHB 660.  There being no objection,  
         CSHB 660 was adopted. 
          
         Representative Wise moved that HB 660, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the

         Rep. Wise offered committee amendments #1, #2, #3 & #4 to CSHB  
         329.  There being no objection, the chair laid out amendments  
         #1, #2, #3 & #4 and recognized Rep. Naishtat to explain the  
         amendments. 
  
         The chair recognized Rep. Seaman for further explanation of the  
         committee amendments.

         the meeting was recessed until 11:45 a.m., March 13, 2003. 
          
         The committee reconvened at 12:05 p.m. and was called to order  
         by Representative Hamilton. The roll was answered as follows:

                   Homer (5). 
          
         Absent:   Representatives Flores; Eissler; Jones, Delwin; Wise  
                   (4). 
          
         A quorum was present. 
          
         HB 329 by Rep. Naishtat 
          
         The chair laid out HB 329, CSHB 329 and committee amendments #1,  
         #2, #3 & #4 to CSHB 329 as pending business.  
         Testimony resumed on HB 329 and CSHB 329.  (See attached witness  
         list.)

         (Representative Flores now present.) 
          
         There being no further witnesses, the chair recognized Rep.  
         Naishtat to close. 
          
         The chair moved that committee amendments #1, #2, #3 & #4 to  
         CSHB 329 be adopted.  There being no objection, the amendments  
         were adopted. 
          
         The chair directed committee staff to incorporate the adopted  
         amendments into a new committee substitute to HB 329. 
          
         Rep. Raymond offered the new committee substitute to HB 329.   
         There being no objection, the chair laid out CSHB 329.   
          
         Rep. Raymond moved adoption of the new CSHB 329.  There being no  
         objection, CSHB 329 was adopted.

         Subcommittee on Alcohol Regulation chaired by Rep. Delwin  
         Jones, members are Rep. Raymond and Rep. Flores.  
          
         The chair announced that the committee will not be meeting next  
         Thursday the 20th. 
          
         There being no further business, the chair moved that the  
         committee stand adjourned.  There being no objection, the  
         Committee on Licensing & Administrative Procedures adjourned at  
         2:37 p.m. subject to call of the chair.
