         Pursuant to a notice posted on February 28, 2003, the House  
         Committee on Licensing & Administrative Procedures met in a  
         public hearing and was called to order by the chair,  
         Representative Flores, at 8:08 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Flores; Hamilton; Driver; Eissler;  
                   Goolsby; Jones, Delwin; Wise (7). 
          
         Absent:   Representatives Raymond; Homer (2). 
          
         A quorum was present.     
          
         The chair swore in all witnesses. 
          
         HB 724 by Rep. Hochberg 
          
         The chair recalled HB 724 from subcommittee. 
          
         The chair laid out HB 724 and recognized the author, Rep.  
         Hochberg, to explain his bill. 
          
         Rep. Goolsby offered a complete committee substitute.  There  
         being no objection, the chair laid out CSHB 724 and recognized  
         Rep. Hochberg to explain the substitute. 
          
         Testimony was taken on HB 724.  (See attached witness list.) 
          
         There being no further witnesses, Rep. Goolsby moved adoption of  
         the committee substitute.  There being no objection, CSHB 724  
         was adopted. 
          
         Representative Wise moved that HB 724, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
