         Pursuant to a  notice posted on February 13, 2003 and a revised  
         notice posted on February 13, 2003, the House Committee on  
         Licensing & Administrative Procedures met in a public hearing  
         and was called to order by the chair, Representative Flores, at  
         8:07 a.m. 
          
         Following the adjournment of a previous committee meeting, the  
         roll was answered as follows: 
          
         Present:  Representatives Flores; Hamilton; Raymond; Driver;  
                   Jones, Delwin; Wise (6). 
          
         Absent:   Representatives Eissler; Goolsby; Homer (3). 
          
         A quorum was present. 
          
         The chair swore in all witnesses.

         The chair recognized the following witnesses to testify on their  
         respective state agency (see attached witness list):

         The chair laid out HB 238 and recognized the author,  
         Representative Miller, to explain his bill.

         There being no further witnesses, the chair referred HB 238 to  
         the standing Subcommittee on Occupational & Professional  
         Licensing.
