         Pursuant to an announcement from the house floor on May 5, 2003,  
         the House Committee on Judicial Affairs met in a formal meeting  
         and was called to order by the chair, Representative Hartnett,  
         at 8:12 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Hartnett; Smith, Todd; Solis; Alonzo;  
                   Corte; Hughes; Rodriguez; Wilson (8). 
          
         Absent:   Representative Telford (1). 
          
         A quorum was present. 
          
         HB 2923 
          
         The chair laid out HB 2923 as pending business.  
          
         Representative Wilson offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Wilson moved that HB 2923, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Hartnett; Smith, Todd;  
                             Solis; Alonzo; Corte; Hughes; Rodriguez;  
                             Wilson (8).  
           
         Nays:               None (0).
