         Pursuant to an announcement from the house floor on May 20,  
         2003, the House Committee on Human Services met in a formal  
         meeting and was called to order by the chair, Representative  
         Uresti, at 2:37 p.m.

         Representative Villarreal offered an amendment to the measure.  
          
         The amendment was adopted without objection. 
          
         The chair directed the staff to incorporate the amendments into  
         a committee substitute. 
          
         Representative Villarreal offered a complete committee  
         substitute.  
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         Representative Naishtat moved that SB 593, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
