         Pursuant to an announcement from the house floor on May 10,  
         2003, the House Committee on Defense Affairs and State-Federal  
         Relations met in a formal meeting and was called to order by the  
         chair, Representative Corte, at 10:45 a.m.

         The chair laid out SB 1517, the companion to HB 2601. 
          
         Representative Delisi moved that SB 1517, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Corte; Campbell; Berman;  
                             Delisi; Mabry; Merritt; Seaman (7).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         HB 80 
          
         The chair laid out HB 80 as pending business.  
          
         Representative Corte offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Berman moved that HB 80, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
