         Pursuant to an announcement from the house floor on May 5, 2003,  
         the House Committee on Defense Affairs and State-Federal  
         Relations met in a formal meeting and was called to order by the  
         chair, Representative Corte, at 12:41 p.m.

         Representative Campbell moved that SB 719, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the

         The bill was left pending without objection. 
          
         SB 1594 
          
         The chair laid out SB 1594, the companion to HB 3362. 
          
         Representative Berman moved that SB 1594, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the
