         Pursuant to a notice posted on February 7, 2003, the House  
         Committee on Defense Affairs and State-Federal Relations met in  
         a joint public hearing with the Senate Committee on Veterans  
         Affairs and Military Installations and the Texas Strategic  
         Military Planning Commission and was called to order by the  
         chair, Representative Corte, at 8:00 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Corte; Campbell; Delisi; Mabry;  
                   Merritt; Seaman (6). 
          
         Absent:   Representatives Berman; Moreno, Paul; Noriega (3). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         8:40 a.m. (Representative Noriega now present.) 
          
         At 9:50 a.m., on the motion of the chair and without objection,  
         the meeting was recessed subject to getting permission on the  
         House Floor to meet while in session.  Chairman Corte asked for  
         permission from the whole body of the House of Representatives  
         to meet while the House was in session and permission was  
         granted. 
          
         The committee reconvened at 10:40 a.m. and was called to order  
         by the chair, Representative Corte. The roll was answered as  
         follows: 
          
         Present:  Representatives Corte; Delisi; Mabry; Merritt; Noriega  
                   (5). 
          
         Absent:   Representatives Campbell; Berman; Moreno, Paul; Seaman  
                   (4). 
          
         A quorum was present.

         10:42 a.m. (Representative Campbell now present.) 
          
         At 10:50 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
