         Pursuant to an announcement from the house floor on May 20,  
         2003, the House Committee on Higher Education met in a formal  
         meeting and was called to order by the chair, Representative  
         Morrison, at 2:39 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Morrison; Brown, Fred; Giddings;  
                   Goolsby; Mercer; Smithee (6). 
          
         Absent:   Representatives Chavez; Jones, Jesse; Nixon (3). 
          
         A quorum was present. 
          
         SB315 
          
         The chair laid out SB315. 
          
         The chair recognized Representative Luna to explain the measure. 
          
         The chair recognized Representative Luna to close on the  
         measure.  
          
         Representative Goolsby offered an amendment to the measure.  
          
         The amendment was adopted without objection. 
          
         Representative Brown, Fred moved that SB315, as amended, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Morrison; Brown, Fred;  
                             Giddings; Goolsby; Mercer; Smithee (6).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Chavez; Jones, Jesse; Nixon  (3).  
           
         At 2:43 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
