         Pursuant to a two hour notice posted on May 14, 2003, the House  
         Committee on Higher Education met in a formal meeting and was  
         called to order by the chair, Representative Morrison, at 2:37  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Morrison; Brown, Fred; Goolsby;  
                   Mercer; Smithee (5). 
          
         Absent:   Representatives Chavez; Giddings; Jones, Jesse; Nixon  
                   (4). 
          
         A quorum was present. 
          
         SB 253 
          
         The chair laid out SB 253. 
          
         Representative Mercer offered a complete committee substitute.  
          
         The chair recognized Representative Goolsby to explain the  
         measure.  
          
         The committee substitute was adopted without objection. 
          
         The chair recognized Representative Goolsby to close on the  
         measure.  
          
         Representative Smithee moved that SB 253, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Morrison; Brown, Fred;  
                             Goolsby; Mercer; Smithee (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         The chair explained the measure.  
          
         Representative Brown, Fred offered committee amendment #1 to the  
         committee substitute.   
          
         The chair recognized Representative Brown, Fred to explain the  
         measure.  
          
         The amendment was adopted without objection. 
          
         Representative Brown, Fred offered committee amendment #2 to the  
         committee substitute.  
          
         The chair recognized Representative Brown, Fred to explain the  
         measure.  
          
         The amendment was adopted without objection. 
          
         Representative Brown, Fred offered committee amendment #3 to the  
         committee substitute.  
          
         The chair recognized Representative Brown, Fred to explain the  
         measure.  
          
         The amendment was adopted without objection. 
          
         The chair directed the staff to incorporate the amendments into  
         a committee substitute. 
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         Representative Brown, Fred moved that SB 286, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:
