         Pursuant to a notice posted on February 19, 2003, the House  
         Committee on Higher Education met in a public hearing and was  
         called to order by the chair, Representative Morrison, at 3:26  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Morrison; Rangel; Brown, Fred;  
                   Giddings; Jones, Jesse; Mercer; Nixon (7). 
          
         Absent:   Representatives Chavez; Smithee (2). 
          
         A quorum was present. 
          
         Invited testimony was taken regarding community colleges and  
         higher education funding.  (See attached witness list.) 
          
         HB484 
          
         The chair laid out HB484. 
          
         Representative Morrison offered a complete committee substitute.  
          
         The chair recognized Representative Wilson to explain the  
         complete committee substitute.  
          
         The committee substitute was withdrawn without objection. 
          
         The chair recognized Representative Wilson to close on the  
         measure. 
          
         The bill was left pending without objection.  
          
         At 4:41 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
