         Committee on Government Reform met in a public hearing and was  
         called to order by the chair, Representative Swinford, at 8:39  
         a.m. 
          
         The roll was answered as follows:

                   Robby; Smith, Todd (5). 
          
         Absent:   Representatives Allen; Callegari (2). 
          
         A quorum was present.

         The chair laid out HB 906. 
          
         The chair recognized Representative Gallego to explain the  
         measure.  
          
         Testimony was taken.  (See attached witness list.)

         measure.  
          
         The bill was left pending without objection.  
          
         At 9:52 a.m., on the motion of the chair and without objection,

         The committee reconvened at 1:23 p.m. and was called to order by  
         the chair, Representative Swinford. The roll was answered as
