         Pursuant to a notice posted on May 16, 2003, the House Committee  
         on General Investigating met in a public hearing and was called  
         to order by the chair, Representative Bailey, at 8:09 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bailey; Paxton; Flynn (3). 
          
         Absent:   Representatives Dutton; Keel (2). 
          
         A quorum was present. 
          
         Chairman Bailey called on S. Jay Maguire from BCE Emergis/NHS to  
         address the committee concerning the termination of their  
         contract with Clarendon and lost of work on the Texas CHIP  
         program administered the Texas  Health and Human Services  
         Commission. 
          
         The Chair then called on Jason Cooke from Texas Health and Human  
         Services Commission to respond to questions. 
          
         Chairman Bailey then presented a motion to the committee to  
         authorize subpoenas for documents necessary for the State  
         Auditors. The subpoenas will be issued to Clarendon Insurance  
         and Mike Masters/CHS. Motion was seconded by Vice Chairman Ken  
         Paxton.  
          
         Motion was adopted by the committee on May 22, 2003, by a record  
         vote of 3 Ayes, 0 Nays, 0 Present Not Voting, a quorum being  
         present. 
          
         At 9:03 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
