         Pursuant to a notice posted on April 2, 2003, the House Committee on  
         General Investigating met in a public hearing and was called to order  
         by the chair, Representative Bailey, at 8:17 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bailey; Paxton; Flynn (3). 
          
         Absent:   Representatives Dutton; Keel (2). 
          
         A quorum was present. 
          
         Chairman Bailey called on Jason Cooke from Texas Health and Human  
         Services Commission for overview on contractors for service with the  
         CHIPS program and monitoring of contractors.

         At 9:14 a.m., on the motion of the chair and without objection, the  
         meeting was recessed. 
          
         The committee reconvened at 6:05 p.m. and was called to order by the  
         chair, Representative Bailey. The roll was answered as follows: 
          
         Present:  Representatives Bailey; Paxton; Flynn (3). 
          
         Absent:   Representatives Dutton; Keel (2). 
          
         A quorum was present. 
          
         Chairman Bailey called on the Texas Commission on Human Rights to  
         explain agency functions and took testimony from opponents of the  
         agency. 
          
         At 8:00 p.m., on the motion of the chair and without objection, the  
         meeting was adjourned subject to the call of the chair.
