         Pursuant to a notice posted on April 22, 2004, the House  
         Committee on Environmental Regulation met in a public hearing  
         and was called to order by the chair, Representative Bonnen, at  
         10:48 a.m.                               
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Crownover; Chisum; Smith,  
                   Wayne (4). 
          
         Absent:   Representatives Kuempel; Flores; West, George "Buddy"  
                   (3). 
          
         There being a quorum present, the following business was  
         transacted:

         Interim Charge #2 
         Examine compliance histories and incentives to reward compliance  
         by entities regulated by the Texas Commission on Environmental  
         Quality.   
          
         Testimony was taken.  (See attached witness list.) 
          
         At 11:20 a.m., on the motion of Representative Smith, Wayne and  
         without objection, the meeting was adjourned subject to the call  
         of the chair.
