         Pursuant to a notice posted on May 14, 2003, the House Committee  
         on Environmental Regulation met in a formal meeting and was  
         called to order by the chair, Representative Bonnen, at 3:22  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Kuempel; Crownover; Chisum;  
                   Smith, Wayne (5). 
          
         Absent:   Representatives Flores; West, George "Buddy" (2). 
          
         A quorum was present. 
          
         HB 1416 
          
         The chair laid out HB 1416 as pending business.  
          
         The chair explained the measure.

         Representative Chisum offered a complete committee substitute.  
          
         Representative Chisum offered an amendment to the measure.  
          
         The amendment was adopted without objection. 
          
         The chair directed the staff to incorporate the amendments into  
         a committee substitute. 
          
         Representative Chisum offered a new complete committee  
         substitute.  
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         Representative Chisum moved that HB 1416, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
