         Pursuant to a notice posted on December 30, 2003, the House  
         Committee on Energy Resources met in a public hearing and was  
         called to order by the chair, Representative West, George  
         "Buddy", at 9:12 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives West, George "Buddy"; Jones,  
                   Elizabeth; Delisi (3). 
          
         Absent:   Representatives Farabee; Canales; Crabb; Keffer, Bill  
                   (4). 
          
         A quorum was present. 
          
         Opening remarks by Chairman G.E. "Buddy" West 
          
         (Representative West, G.E. "Buddy" in chair) 
          
         The Committee heard invited testimony from Victor Carrillo,  
         Commissioner and Chairman of the Railroad Commission of Texas,  
         regarding the Committee's interim charges and the newly created  
         Texas Energy Planning Council and from Commissioner Charles  
         Matthews, Railroad Commission, on the Committee's interim  
         charges.

         Testimony was taken (See attached witness list) 
          
         At 11:27 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
