         Pursuant to a suspension of the 5-day posting rule on March 24,  
         2003, the House Committee on Energy Resources met in a public  
         hearing and was called to order by the chair, Representative  
         West, George "Buddy", at 8:03 a.m. 
          
         The roll was answered as follows:

         A quorum was present.

         The chair laid out HB 1616. 
          
         The chair recognized Representative Farabee to explain the  
         measure.  
          
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative Farabee to close on the  
         measure.

         (Representative Jones, Elizabeth now present.) 
          
         Representative Canales moved that HB 1616, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                             Farabee; Jones, Elizabeth; Canales; Keffer,  
                             Bill (5).  
           
         Nays:               None (0).
