         Pursuant to a notice posted on February 12, 2003, the House  
         Committee on Corrections met in a public hearing and was called  
         to order by the chair, Representative Allen, at 8:03 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Allen; Hopson; Stick; Haggerty; Mabry  
                   (5). 
          
         Absent:   Representatives Alonzo; Farrar (2). 
          
         A quorum was present. 
          
         The committee heard testimony from representatives of the  
         Criminal Justice Policy Council, the Texas Board of Pardons and  
         Paroles, and the Community Justice Assistance Division. (See  
         attached witness list.)

         At 9:55 a.m., on the motion of the chair and without objection,  
         the meeting was recessed to reconvene ten minutes following  
         adjournment of the House, February 18, 2003. 
          
         The committee reconvened at 12:21 p.m. and was called to order  
         by the chair, Representative Allen. The roll was answered as  
         follows: 
          
         Present:  Representatives Allen; Hopson; Haggerty; Mabry (4). 
          
         Absent:   Representatives Stick; Alonzo; Farrar (3). 
          
         A quorum was present. 
          
         The committee heard testimony from representatives of the  
         Community Justice Assistance Division, and the Texas Council on  
         Offenders with Mental Impairments. (See attached witness list.)

         (Representative Alonzo now present.) 
          
         The committee heard testimony from representatives of the Texas  
         Commission on Jail Standards, the Windham School District, and  
         Project RIO. (See attached witness list.) 
          
         The  committee then heard public testimony. (See attached  
  
         witness list.) 
          
         At 2:47 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
