         Pursuant to a notice posted on July 3, 2003, the House Committee  
         on Civil Practices met in a public hearing and was called to  
         order by the chair, Representative Nixon, at 8:29 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Nixon; Gattis; Davis, Yvonne;  
                   Hartnett; Rose; Woolley (6). 
          
         Absent:   Representatives Capelo; King; Krusee (3). 
          
         A quorum was present. 
          
         HB 47 
          
         The chair laid out HB 47. 
          
         Representative Hartnett offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         The chair explained the measure.  
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Krusee now present.) 
          
         The chair closed on the measure.  
          
         Representative Gattis moved that HB 47, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Nixon; Gattis; Hartnett;  
                             Krusee; Rose; Woolley (6).  
           
         Nays:               Representative Davis, Yvonne (1).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Capelo; King  (2).  
           
         At 10:31 a.m., on the motion of Representative Rose and without  
         objection, the meeting was adjourned subject to the call of the  
         chair.
