         Pursuant to an announcement from the house floor on March 20,  
         2003, the House Committee on Civil Practices met in a formal  
         meeting and was called to order by the chair, Representative  
         Nixon, at 6:33 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Nixon; Gattis; Capelo; Davis, Yvonne;  
                   Hartnett; King; Krusee; Rose; Woolley (9). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         HB 4 
          
         The chair laid out HB 4. 
          
         Representative King offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative King moved that HB 4, as substituted, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed. The motion prevailed by the following  
         record vote:  
          
         Ayes:               Representatives Nixon; Gattis; Capelo;  
                             Hartnett; King; Krusee; Rose; Woolley (8).  
           
         Nays:               Representative Davis, Yvonne (1).  
           
         Present, Not Voting:     None  (0).

         At 6:37 p.m., on the motion of Representative King and without  
         objection, the meeting was adjourned subject to the call of the  
         chair.
