         Pursuant to a notice posted on February 28, 2003, the House  
         Committee on Civil Practices met in a formal meeting and was  
         called to order by the chair, Representative Nixon, at 12:30  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Nixon; Gattis; Capelo; Hartnett; King;  
                   Krusee; Rose; Woolley (8). 
          
         Absent:   Representative Davis, Yvonne (1). 
          
         A quorum was present. 
          
         HB 4 
          
         The chair laid out HB 4 as pending business.  
          
         Representative Capelo offered a complete committee substitute.  
          
         The committee substitute was adopted without objection.

         Representative King moved that HB 4, as substituted, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed. The motion prevailed by the following  
         record vote:
