         Committee on Border and International Affairs met in a public  
         hearing and was called to order by the chair, Representative  
         Chavez, at 9:39 a.m.

         Representative Canales moved that the committee authorize the  
         chair to issue a subpoena to compel the attendance of Health and  
         Human Services Commissioner Albert Hawkins at the committee's  
         public hearing in Edinburg, Texas on August 26, 2004. 
          
         Representative Escobar seconded the motion. 
          
         The motioned prevailed by the following record vote.

                             Castro; Escobar, Merritt, Riddle (7).  
           
         Nays:               None (0).
