         Pursuant to an announcement from the house floor on May 23,  
         2003, the House Committee on Border and International Affairs  
         met in a formal meeting and was called to order by the chair,  
         Representative Chavez, at 9:40 a.m. 
          
         The roll was answered as follows:

         Absent:   Representatives Canales; Castro; Riddle (3). 
          
         A quorum was present. 
          
         SCR 20 
          
         The chair laid out SCR 20.  Rep. Chavez explained the measure.   
         Representative Griggs moved that SCR 20, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Chavez; Griggs; Escobar;  
                             Merritt (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         The chair laid out SB 963.   Rep. Chavez explained the measure.   
         Representative Chavez offered a complete committee substitute.  
         The committee substitute was adopted without objection.  
          
         Representative Merritt moved that SB 963, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:

                             Merritt (4).

         The chair laid out SB 1751. Representative Chavez offered a  
         complete committee substitute. The chair recognized  
         Representative Alonzo to explain the measure.  The committee  
         substitute was adopted without objection. 
          
         Representative Escobar moved that SB 1751, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:
