         Pursuant to a notice posted on May 2, 2003, the House Committee  
         on Border and International Affairs met in a public hearing and  
         was called to order by the chair, Representative Chavez, at 8:04  
         a.m. 
          
         The roll was answered as follows:

                   Riddle (5). 
          
         Absent:   Representative Canales (1). 
          
         A quorum was present.

         HB 1651 
          
         The chair laid out HB 1651.  The chair recognized Representative  
         Chavez to explain the measure.  Testimony was taken.  (See  
         attached witness list.) The chair recognized Representative  
         Chavez to close on the measure.  The bill was left pending  
         without objection.  
          
         HB 2974 
          
         The chair laid out HB 2974. The chair recognized Representative  
         Chavez to explain the measure.  
         Testimony was taken.  (See attached witness list.)  The chair  
         recognized Representative Chavez to close on the measure.   
         Representative Merritt offered a complete committee substitute.  
         The committee substitute was adopted without objection.   
          
         Representative Merritt moved that HB 2974, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:

                             Merritt; Riddle (5).  
           
         Nays:               None (0).

         Riddle moved that SCR 21, without amendments, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars. The motion prevailed by the following record

         amendments, be reported favorably to the full house with the  
         recommendation that it do pass and be printed. The motion  
         prevailed by the following record vote:

         moved that SB 786, without amendments, be reported favorably to  
         the full house with the recommendation that it do pass and be  
         printed and be sent to the Committee on Local and Consent  
         Calendars. The motion prevailed by the following record vote:
