         Pursuant to an announcement from the house floor on April 30,  
         2003, the House Committee on Border and International Affairs  
         met in a formal meeting and was called to order by the chair,  
         Representative Chavez, at 11:02 p.m. 
          
         The roll was answered as follows:

         Absent:   Representatives Canales; Castro (2). 
          
         A quorum was present. 
          
          SB 409 
          
         The chair laid out SB 409. Representative Riddle moved that SB  
         409, without amendments, be reported favorably to the full house  
         with the recommendation that it do pass and be printed. The  
         motion prevailed by the following record vote:  
          
         Ayes:               Representatives Chavez; Griggs; Merritt;  
                             Riddle (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Canales; Castro  (2).  
           
         HB 3462 
          
         The chair laid out HB 3462 as pending business.  Representative  
         Griggs offered a complete committee substitute.  The committee  
         substitute was adopted without objection.  Representative  
         Merritt moved that HB 3462, as substituted, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed. The motion failed by the following record  
         vote:  
          
         Ayes:               Representatives Chavez; Griggs; Merritt (3).  
           
         Nays:               Representative Riddle (1).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Canales; Castro (2).  
          
         The bill , as substituted, was left pending without objection.

         The chair laid out HB 3272 as pending business.  Representative  
         Riddle moved that HB 3272, without amendments, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars. The motion prevailed by the following record  
         vote:
