         Pursuant to a notice posted on March 7, 2003, the House  
         Committee on Border and International Affairs met in a public  
         hearing and was called to order by the chair, Representative  
         Chavez, at 8:12 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Chavez; Griggs; Canales; Castro;  
                   Merritt (5). 
          
         Absent:   Representatives Rangel; Riddle (2). 
          
         A quorum was present. 
          
         Testimony was taken. (See attached witness list.) 
          
         (Representative Riddle now present.) 
          
         Testimony continued.  
          
         At 9:32 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:00 p.m., March 12, 2003. 
          
         The committee reconvened at 1:13 p.m. and was called to order by  
         the chair, Representative Chavez. The roll was answered as  
         follows: 
          
         Present:  Representatives Chavez; Canales; Castro; Merritt;  
                   Riddle (5). 
          
         Absent:   Representatives Griggs; Rangel (2). 
          
         A quorum was present.

         At 3:15 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
