         Pursuant to a notice posted on February 27, 2003, the House  
         Committee on Border and International Affairs met in a public  
         hearing and was called to order by the chair, Representative  
         Chavez, at 8:10 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Chavez; Griggs; Canales; Merritt;  
                   Riddle (5). 
          
         Absent:   Representatives Castro; Rangel (2). 
          
         A quorum was present. 
          
         The chair made opening remarks. 
          
         (Representative Castro now present.) 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:45 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 1:00 p.m., March 5, 2003. 
          
         The committee reconvened at 1:15 p.m. and was called to order by  
         the chair, Representative Chavez. The roll was answered as  
         follows: 
          
         Present:  Representatives Ch vez; Griggs; Canales; Castro;  
                   Riddle (5). 
          
         Absent:   Representatives Merritt; Rangel (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Merritt now present.) 
          
         Testimony continued. 
          
         At 3:53 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
