         Pursuant to a notice posted on February 21, 2003, and revised on  
         February 27, 2003, the House Committee on Appropriations-S/C on  
         General Government met in a joint public hearing with the S/C on  
         Education and was called to order by the chair, Representative  
         Pickett, at 8:14 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Pickett; Hamric; McClendon (3). 
          
         Absent:   Representatives Crownover; Isett (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Crownover now present.) 
          
         At 9:00 a.m., on the motion of the chair and without objection,  
         the meeting was recessed for a 30 minute break. 
          
         The committee reconvened at 9:45 a.m. and was called to order by  
         the chair, Representative Pickett. The roll was answered as  
         follows: 
          
         Present:  Representatives Pickett; Crownover; Hamric; McClendon  
                   (4). 
          
         Absent:   Representative Isett (1). 
          
         A quorum was present.
